The Convergence of Change

Convergence is a significant word, especially in the context of change and development. Many who have long awaited the positive turn of events pray for the convergence of power. That moment is almost like the feeling of a young child focusing the sun’s light with a magnifying glass on a dry leaf and is awed by the intensity of his concerted efforts. We can safely say that convergence focuses power, and it releases energy for transformation.

March 31 and April 1 of 2024 was a time of great intensity, and even of anxiety because the Philippine National Police and the nation itself was awaiting the naming of the primary law enforcer of the Republic. On the morning of April 1, 2024, Police Major General Rommel Francisco D Marbil, the quiet and hard-working Director of Comptrollership since May 2, 2023, was presented by the President of the Republic, Ferdinand Romualdez Marcos, Jr. to the nation as the 30th Chief of the Philippine National Police.

PGEN Rommel Francisco D Marbil served silently at his best by initiating improvements where he was assigned and providing calm and stability in his postings.

It is very interesting to note the convergence of powers that led to the appointment of PGEN Rommel Francisco D Marbil as the CPNP on April 1, 2024. But more amazing is the alignment of leaders that have focused favor on the changes that have fueled superior service throughout the previous years particularly at the PNP Retirement Benefits and Service (PRBS).

A former Director of the PRBS, PBGEN Niño David L Rabaya, served as the Deputy of then Director for Comptrollership, PMGEN Rommel Francisco D Marbil. The Executive Officer during that time happened to be now PBGEN Dindo R Reyes.

On April 26, 2024, PGEN Rommel Francisco D Marbil appointed PMGEN Sidney S Hernia to head the Directorate for Personnel and Records Management (DPRM). It is worth noting that PMGEN Sidney S Hernia served as the Director of PRBS from November 18, 2020 to January 5, 2022.

The CPNP, PGEN Rommel Francisco D Marbil caused a very significant convergence of powers that favors the changes begun by PMGEN Sidney S Hernia as former Director PRBS, continued, and enhanced by then Director PBGEN Rabaya and now energized and expanded by current Director PBGEN Reyes.

The active human resources of the PNP flow smoothly from the DPRM and seamlessly transit into retirees and pensioners at the PRBS under the focused triangulation today of PGEN Rommel Francisco D Marbil, CPNP, PMGEN Sidney S Hernia, TDPRM, and PBGEN Dindo R Reyes, D,PRBS.

In effect, the CPNP allowed the alignment of leaders into a convergence of change. PGEN Rommel Francisco D Marbil: the paragon of visionary leadership.

The Irony of Change is that while it is mostly desired, it faces resistance as well. Even if the color of change as defined by its proponents, change could be perceived through the variety of lenses worn by the different observers. The success in implementing change largely depends on the charisma of the leader, the communication of his vision, and the integrity of his person.

PBGEN Dindo R Reyes assumed the leadership of the PNP Retirement Benefits and Service in the turnover ceremonies last May 8, 2024. This Officer is soft-spoken and warm, a combination that has made him beloved in all his assignments since he graduated from the Philippine National Police Academy in 1995.

He comes very smoothly into the PRBS and presides over the National Administrative Support Unit that is celebrating its 14th Anniversary of the PRBS. His appointment cannot be considered random or merely for convenience because PBGEN Dindo R Reyes is the right Officer to lead the PRBS through a period of rapid development to remain relevant in rapidly changing times. Externally, the PRBS Building facade has been quickly changing while internally, it is keeping brisk pace with the new programs and conveniences revolving around the central PNP Automated Retirement Processing System (PARPS).

PBGEN Dindo R Reyes may be soft-spoken, but he is quick on his toes in ideas and initiatives that make it easy for those transitioning to retirement from service, and convenience for those enjoying their benefits of retirement.
